Japanese developer Kawakami Takuya has created ReadDis Free, which is a new text-to-speech app that can be downloaded for free on iTunes: https://itunes.apple.com/us/app/readis-free/id1064831345.   It allows the reader to scan text and have it read aloud. It requires iOS 7.0 or later and is compatible with iPhone, iPad, and iPod touch.  The developer is interested in any feedback from those who use the app.

How do you pause or stop the reading? or how do you go back and have it read again? Can you change the rate of speed it is speaking?

You can’t stop the reading in the current version.
